In general, county staff initiate most transactions to the VRDB. Each day staff should first go to the VRDB web interface and resolve all voters under List Maintenance. Then go to EMS to process new registrations and updates. The county EMS interacts with the VRDB by sending text files in XML format to a Transaction Server at the state, and then receives information back from the state through this server.
Any statuses beginning with P must be resolved in the VRDB web interface, not in the county EMS.
Periodically, the state initiates updates to the county EMS (felons, deceased). Also when another county transfers out a voter, the VRDB initiates a cancel to the county EMS.
Online registrations from Motor Voter and OLVR are sent to the county EMS from the WEI database. The county EMSs then transmit registration data to the VRDB.
